Describe the bug:

When running a test environment with npm run wp-env start the permalink structure is updated but pages aren't accessible without logging into wp-admin and re-saving permalinks.

Steps to reproduce:

  1. With docker running
  2. npm i && npm run wp-env start
  3. Visit http://localhost:8889/shop which will be a 404
  4. Go to http://localhost:8889/wp-admin/options-permalink.php and Save changes without making any changes
  5. Visit http://localhost:8889/shop which will now load
