로그 포맷을 JSON으로 변경 #1477

기존 로깅 방식은 \n 으로 구분되어있어서 ES에 로그가 저장될 때마다 한 문장 씩 저장되는 상황 발생

그래서 에러가 한 문장씩 다 띄워져서 보임

로그의 가독성이 좋지 않음

기존 local, test에서는 console appender를 유지하면서 dev, prod는 JSON으로 변환
