Allow for complete or partial re-upload

While we are ironing out issues around manuscript conversion and upload, it will be necessary to be able to re-upload all or part of a manuscript. The web interface should thus have the following options:

• check whether a given DOI has already been processed by the system and what the status of that DOI is (e.g. by linking to its status page, as per Make status page for each DOI #60 ).
• if the DOI has not yet been processed, try to run the full pipeline
• if the DOI had been processed before but there were problems, allow for a re-upload
  • of the image and media files to Commons; warn if they have been changed by other users since the original upload
  • of the text to Wikisource
  • of the equations to Wikisource
  • of the tables to Wikisource
  • of the header information
• update the status page for that DOI as necessary
