[CDSToolkit][ConsentMgr] - User Id search filter is not working without having "@carbon.super"

Description:
User Id search filter is not working without having "@carbon.super". It gives an error "No Active consents to display" when search the consent with valid userid in email format but not having "@carbon.super".

Search for "[email protected]"

Search for "admin@[email protected]"
