Hey there, just implemented this. Kinda, well it's not actually smooth things out, just animation to work around that. But to epy instead. See demo: https://youtu.be/qqyyd5zMQwM

With limitation of course, it can only works with page scrolling (not single line scroll). Since cmiiw (it's just my wild estimation), cli apps depend so much on terminal emulator capability, so to get smooth single line scrolling one must have access to low level terminal process.
