Add Dockerfile

In the https://github.com/NLeSC/docker-osmium repo there are scripts to create a docker container for Osmium.

It would be nicer to have a Dockerfile inside this repo to construct the docker image.
The dockerfile should use the application distribution and a default config file which can be replaced by volume mounting.

After this issue has been resolved the docker-osmium repo is no longer needed.
