配置不对，toolchain 都没跟 package 绑定。

仔细看 example 里的配置。https://github.com/xmake-io/xmake/blob/b0524faed10267bfe351f79186c1cac649682223/tests/projects/package/toolchain_llvm/xmake.lua#L7
