when rebuilding index and no data was deleted make it so it just adds the new data

today we rebuild the entire index from scratch, which costs like 1 to 2 dollars, not a huge deal but down the line this optimization can save us some bucks so we don't remake all embedding requests and just add new content on the index that already exists (today we delete it and make a new one from 0)
