Layout product type does not support to load assets published from different library projects #209

Please describe the feature you have in mind and explain what the current shortcomings are?

The current layout loader can support to load the assets and their transformation data, but the assets must be published within the current project so that all the data should be loaded correctly.
If the layout data consists of the loaded asset across different library projects, the loader cannot load the assets and thus the transformation data.

Suggested implementation?

We need to publish project name of the loaded assets with Extract Layout and use that project name as being to find the representation data of the loaded asset when loading layout.

Describe alternatives you've considered:

Similar fixes should be implemented in the layout product from Unreal host
