The 1.0.6 is not working anymore since the sapling upgrade.
There is a new github which you should look at:

Also a new electrum client version only in Linux atm:

You can try to build the windows version. Just give it a try. There is instruction in the /contrib folder.

There is now a ready made windows version for the electrum wallet on the new github. It is upgraded for sapling.
This github here is outdated and does not contain any valid software anymore.

I have want wallet running on Windows.

You have to look in the right place ;-)
There are already binaries available for electrum for windows:

Please have a look and install and check if all is fine.
