Describe the bug / provide steps to reproduce it

This was working initially, but at some point it seems the bit where newly created windows got their background appearance set got lost? It does get applied to all open windows immediately if I open the settings file for some reason... Or maybe we try to set the background blur too early in the window setup process?

Zed: v1.0.0 (Zed Dev 4301d065ff61e1cae607dfeb3d52fab6caff355e)
OS: Linux 1.0.0
Memory: 125.7 GiB
Architecture: x86_64
