Having the option to include the RTL bootstrap CSS file could be helpful for languages such as Arabic, Farsi, and Hebrew. I know that this functionality could be achieved by modifying the BOOTSTRAP5 dictionary, but having it built-in would eliminate the need to look the CSS URL up every time an app is made.

I can imagine that this is important. I have no experience with RTL. Can you add more detail / example code / failing test?
