This PR extends the authentication functions (that is mostly triggered by top bar login menu item) to include RAS integration. Basically, The RAS is only activated when the auth0 domain is defined as nih.gov. Otherwise, the legacy Auth0 authentication will continue to work if auth0 domain is still
xyz.auth0.com. (Tested locally for 4DN, CGAP and SMaHT)Related PRs:
