Goal

Add tournament front matter that will be featured in the tournament.

Context

Tournament front matter includes sections excluding questions that appear in tournaments on Metaculus.

For example, the Our World In Data (OWID) tournament has the front matter sections {Background, Tournament Prize Structure, Tournament Scoring, Expected Resolution, End Date & Leaderboard Functionality, Dealing With Extinction} and the Bridgewater Forecasting Contest has {Background, Tips And More, A Message From Bridgewater Associates, Contest Rules} as its front matter sections.

Front matter is needed to give participants context on how the tournament is run, including how the tournament is structured and scored. A more detailed discussion on the Genetic Evolution's tournament front matter can be found here. Note that as this discussion matures, the content of this issue, particularly the Tasks section, might change slightly.

- front_matter/structure.qmd (GET tournament and prize structure)
- front_matter/scoring.qmd (GET forecast question scoring remarks)
- front_matter/resolutions.qmd (remarks on the resolution of questions)
- front_matter/end_dates.qmd (remarks on the end dates of questions)
- front_matter/external_considerations.qmd (remarks on external considerations)
- front_matter/timeline.qmd (a timeline of development)
- front_matter/feedback.qmd (a section on avenues to provide feedback)

For this issue, Background and Timeline are not covered; these topics will receive their own issues. See #34 and #35, respectively. The sections covered in this current issue will of course be updated as updates come along.
