Create manage dependencies tutorial

As Data Scientist,

I want to start creating notebooks in ODH for my ML project.

High-level Goals
Have a tutorial on manage dependencies that can allow users to move from local machine to cloud, running on Operate First. Once completed they will be able to run their work on Meteor.

Describe the solution you'd like
Create steps in the tutorial.

Steps:

• Fork repo
• JH and clone forked repo
• Start empty notebook section
  • Set dependencies for the notebook
  • Ask for recommendation to Thoth.
• Bring your own notebook section
  • discover command and adjust dependencies
  • Ask for recommendation to Thoth.
• Push changes to the repo.
• Set Kebhut and AICOE CI

Acceptance Criteria

• The tutorial can run on Operate First with JH and once finished users can use Meteor.
