  1. docs: sync libLoL design doc with loongson-community/areweloongyet@0d…

Previously libLoL has no project page (this repo), so its documentation
was originally developed over at AWLY. Now it's probably best for
project-specific details and docs to live in the project's own website.

The previous design principle doc was an early revision, so first bring
it up-to-date with the AWLY version. Editorial changes will come later.

  2. docs: unify quotation mark style of liblol.md 

    AWLY uses 「」 as CJK quotation marks, while here “” is used.
Mass-replace all of 「」's into “” for consistency.

  5. docs: change libLoL -> libLoL 

    AWLY consistently considers libLoL as an identifier or a library file
name, hence the inline code span; while here it's not the case.

Mass-replaced with the following command:

rg -l '`libLoL`' | xargs sed -i 's/`libLoL`/libLoL/g'
```
