Let's all the dependencies for the auxiliary Tox environments be specified in the common dev environment, so it would be possible to manually invoke the tools from them.

This way CMake will generate a compilation database (compile_commands.json file) which could be used by Clang tools like Clang-Tidy and Clang-Format (to avoid manually providing include-paths for example). #4
