👍 Has built in dependency tracking
👎 Complicated, will need person-hours to set up and maintain
👍 Has some webhooks
👎 Has no webhook testing facilities
👎 -1 External to GitHub
🫳 Single sign-on with GitHub?

Github Issues:

👍 Lowest "cost of entry" as we are already using it and it doesn't require leaving the GitHub ecosystem
👍 Fully integrated with all GitHub services
🫳 Needs extra action for issue dependencies ( we can use https://github.com/marketplace/actions/dependent-issues )
👍 Appears to have even more webhooks than Jira
👍 Has webhook R&D tools
👍 No issues with scaling (https://github.com/facebook/react)
