Refactor whitelist to use CIDR internally. This allows for seamless use of ranges or the current logic for single addresses. Passes all tests and works in our certification environment.

Can you please add the following:

• rebase the commits into a single commit (git rabase -i commit ; git push --force ...).
• add some tests for what you have implemented.
