Tajaran Smugglers Modernization and bugfixes (#19122)

Brings the fuel tank of the Tajaran Smuggler vessel into the modern age,
and fixes all the un-pixelshifted lights, and adds an airlock where
someone forgot to add one again when pulling out the old deprecated
airlocks.
