  1. btc: support Taproot policies 

    This mostly involves fixing PSBT signing to be able to handle Taproot
leaf script spends.

Integration tests with the simulator are added. The signed PSBTs are
checked to be correctly signed by rust-miniscript and
rust-bitcoinconsensus.
