root: releasing v3.0.0

This patch releases the version v3.0.0 with the following changes:

1. Expanded grant clauses into Creative Commons' rights categories.
2. Added geographical indicator coverage.
3. Added protected geographical indicator coverage.
4. Added protected designation indicator coverage.
5. Added industrial design use coverage.
6. Added integrated circuit layout design use coverage.
7. Added trade secret use coverage.
