As part of #53, we'll be removing the 'load & continue' application feature. That PR will update the user disclaimers, removing notices that the application ID can be used to continue an incomplete app.
The Problem
Even with the disclaimer updates described above, the UX is not ideal after the feature removal. The application ID is present at the top of the form throughout the application even though the user cannot do anything with it until they submit the application, in which case they can use the application ID to check the status of their app. If the user does try to check the status of the application prior to submission, they receive a message that the application is 'incomplete', and they can't do anything about that (bad experience).

The Solution
Move the presentation of the application ID to the end of the form flow, after submission. That's the first time the application ID is of use to the user (for checking the status at a later time).
