CASMCMS-8723: Update CFS cli for v3/paging changes

This updates the CFS cli for a v3 api addition that adds paging and other smaller features. The default version of the cli will remain the same. The CFS changes will be in csm-1.5, so this cli will be needed there as well.

Prerequisites

• I tested this on internal system (if yes, please include results or a description of the test)
• I tested this on a vshasta system (if yes, please include results or a description of the test)

This was tested on mug (installed in a virtual environment). I verified that commands from the v2, v3 and unspecified versions all worked as expected and returned the correct information.

Idempotency

I'm not clear on what this section is asking, but this doesn't change any existing behavior.

Risks and Mitigations

This introduces some risk since this change also brings in a newer version of the CFS swagger file, but this is also necessary to use the CFS v3 api and newer CFS features.
