MTL-1968: stop providing the csm_ntp.py overwrite

This was necessary through CSM-1.2. It has been redundant / straight code duplication since then. This rsync was done to overwrite a buggy csm_ntp.py that shipped in CSM-1.x. Pairs with: Cray-HPE/docs-csm#4116 (cherry picked from commit 72b2e87)
