CASMPET-7221 - Remove unused docker-kubectl reference

Summary and Scope

For k8s 1.24 in CSM 1.6, the docker-kubectl container image should be updated so that it is using version 1.24.17.

Removing specific override so that the correct version in the cray-service chart is used.

Test description:

Deployed new chart on surtur, verified service came up as expected and verified Kea has leases.
