Added 3DS regions and subregions #16

Some remarks:

geoRegion.json is in UTF16 (as in PKHex)
I was not sure if we want one big file for all subregions so I made a folder and separate files
re: above - not sure if adding all the files in separate line is required but I haven't heard about any better way
for many subregions 000 is — and 001 was empty and I hasn't changed that - should this be done too?

Let me know what to correct so I can adjust the script.Not sure what else is needed for it to work - probably some coding on KeySAVe, right?
