chore: migrate build to GitHub Actions

Description

The objective here is to:

• migrate the build to GitHub actions
  • add build and unit test runs
  • add packaging for NuGet repo
  • fix and verify versioning throughout
  • fix and load legible code coverage and test results
• add isolated examples solution build
  • consider ZIP commit automatically in build

Address in next PR (must be in base branch first):

• consider Release model, possibly with manual triggers and approvals for release environments
• disable Azure DevOps build, release, and project
• setup an isolated manual, approved performance run
