Run full semantic analysis only for required checks

In order to run full semantic for some checks, there need's to be a way for a D-scanner user to specify which versions should his code be analyzed with. By default, dmd-as-a-library compiles the code without using any version specifier, leading to errors when full semantic analysis is run on some code having version statements
