[chore] Set up Actions-based release process

Description

Use GitHub Actions to build/publish JARs to Maven Central Repository (and attach them to GitHub release) upon creating a GitHub release.

Awaiting required secrets to be added to GitHub Secrets on this repo.

Looks good but could be more streamlined with existing workflow that is proven to work.
