This is an early working draft of a namespace based region implementation.

An incomplete TODO:

Implement macro expansion
Improve noise filtering (i.e. /rg list shouldn't list namespaces if not helpful)
Implement config setting to turn namespaces "off"
Improve permission errors
Update MySQL Storage

This additionally adds the following to help with its implementation:

A versioned YAML save file system
