RoD data is not seeded very well, it can do with improvement

🕵️ Details

In this document I've outline 7 job advertisements and 8 candidate "personas". The candidates have applications to all the published jobs.

I've highlighted in yellow some things that are not yet implemented. I'll create a separate issue to add those in once the dependencies have been completed. For now, just ignore them.
