Simple speedtest implementation.

Missing lib for speedtest (implemented as simple web download / stopwatch).
Missing various fatures (proper exception handling, file string validation, WebUI).

Run instructions:

1. Download zipped source.
2. Extract archive.
3. Edit Teltonika_speedtest_task/config.json config file (optional).
4. Run Teltonika_speedtest_task/bin/Debug/Teltonika_speedtest_task.exe.
