Update pre-commit and dependencies

• Updates all dependencies
• Improves pre-commit with missing flake8 plugins from requirements-lint.txt
• Updates jobs in CI
• Add release pipeline

@LKajan, could you review this and add the needed secrets for the release pipeline to work. The pipeline is inspired by the release pipeline of pytest-qgis. There is no need of another release yet, but perhaps after few weeks.
