This filtering.py function runs similarly to the filter.py but will create separate JSON files for each country in the args list.
I think this will provide more granularity when multiple arguments are passed.
The primary function returns None when no arguments are provided to filter or when the JSON file with a complete list (world_universities_and_domains.json) doesn't exist.
