Scanner seems to be missing cluster scope permissions and is therefore unable to auto-connect with LS. From logs:

ERROR Failed to check if the operand request CRD exists {"error": "customresourcedefinitions.apiextensions.k8s.io "operandrequests.operator.ibm.com" is forbidden: User "system:serviceaccount:ibm-licensing-scanner:ibm-licensing-scanner-operator-service-account" cannot get resource "customresourcedefinitions" in API group "apiextensions.k8s.io" at the cluster scope"}
INFO Operand request CRD not found
