This PR updates the recipes for sigio, sfcio, landsfcutil, and gfsio to add the versions that support oneAPI (which in practice is just a CMake update to apply the Intel flags to the 'IntelLLVM' compiler case).
Addresses JCSDA/spack-stack#1279
