Update chinese.json (Rework one last time)

OK this need a large patch, bcz original file should be was a test version, idk someone mess up something, and now i need more time to patch this, and i was find some change was made from "Update chinese.json #861", maybe i found a shortcut, this contributor was doing good, but he should know something should not change.
uh did u know, why im back here, sometime i will ask myself actually, well this time, someone tell me this translate file is terrible when compare to the translations i've done before, i going to fix those issue, and still, NEED MORE TIME!

DO NOT modify punctuation, u should even need to understand how punctuation is used in English, bcz PAYDAY 2 is not made by Unreal Engine! it will take so many space, maybe even can cause more issue, got it?
i know i was mess up some content sometime, and i was think about quit in that time actually, but now im here and i have Pocohud3 translate project, i know u want to do more help i know u really did, but sometimes the English content is difficult to translate, that's why user feedback is more important,i don't have many time to test those content.
just think about why i have to use that way, i actually tested in-font punctuation issue, official chinese is not going better, and with more problem and more font issue, i know but i can't find the way to fix that, to save more HUD space i have to cut some content, that's necesssary but btw Pocohud3 seems don't have this issue (still painful to translate that mod).
