v3.5 : Last 18.04 Based Image

Since the updated OS container requires patches to Framework in order to functionally build ldmx-sw, I will make a major release of that container. It will still be possible building v3-versions of ldmx-sw with the new container, but the Framework submodule specifically will need to be updated to at least v1.3.1.
