Sodium 0.1.0+ for Minecraft 1.16.3

The official Sodium dev branch contains a variety of bug fixes which the stable branch does not, but introduces very noticeable transparency bugs with the render layer consolidation (and followup) commit.
This is Sodium's dev branch, minus the buggy commit, ported to 1.16.3. It also adds a line of text in the F3 screen indicating that it's a fork, to avoid confusion.
I believe this should be very stable and pleasant to use, feel free to let me know if it has any bugs that stable sodium doesn't! (Don't use official support channels!)
The AMD fix is not included, sorry to people who like that.

I've decided not to post the dev/sources .jars here to avoid confusion, but you can get them from github actions.
