First review M03IP-1. Then clone the repository and add your M03IP to it. There is a template M03IP here. Then submit a Pull Request to M0nk3y's M03IPs repository.

M03IP status terms

• Draft - a M03IP that is open for consideration
• Accepted - a M03IP that is planned for immediate adoption, i.e. expected to be included in the next hard fork (for Core/Consensus layer M03IPs).
• Final - a M03IP that has been adopted in a previous hard fork (for Core/Consensus layer M03IPs).
• Deferred - a M03IP that is not being considered for immediate adoption. May be reconsidered in the future for a subsequent hard fork.
