Add necessary link to obsop_name yaml for some marine exp (#1432)

# Description

I found I needed this fix for `soca_fix_stage_025.yaml.j2` to be able to
run 0.25 degree experiments with LETKF. I've added the fix to the 1
degree file too, although I didn't test it. This is similar to how the 5
degree fix_stage is configured.
This shouldn't affect any of the low res tests.
