nixos/fileSystems: omit comment about swap devices if there are no swap devices on the system

When tinkering with a system of mine that had no swap devices, i noticed that the fstab builder adds a comment that the followed devices are swap devices to the resulting file even if there are no devices defined.
That kind of annoyed me.

As side quest i removed an unused binding.

Things done
