freeloader: add overall switch spfl1dctrl4 of prefetch setting

    when SPFL1DCTRL1 > 0, should set overall switch as 1 to enable the prefetch,
    when SPFL1DCTRL1 == 0, the prefetch is disabled, the overall switch could be ignored
