Setup Github actions for code formatting and quality

Already did initial setup based on presto-worldcereal inspiration

• basic github actions setup
• enable + fix isort checks -> fix isort lint github actions workflow #21
• enable + fix black checks -> Enable black github actions workflow #22
• enable + fix flake8 -> Enable flake8 checks in github actions (lint) #24
  • alternatively enable + fix ruff checks -> Enable ruff code linter (instead of flake8) #25
• enable + fix pytest collection checks -> Add a lint run to check pytest collection works #23
• once above items settled: update .pre-commit-config.yaml accordingly
