Description:
Implement outstanding dependabot updates for Horizon/Meridian UI and core/web-assets as of September 2024.
Target develop branch for these changes, for now.
If needed, can break up into more than 1 issue.
Where possible, update package.json then regenerate package-lock.json. Use ^ in version if possible.
