Allow the user to enter departure before arrival/stop,

  • departure time should be always displayed (even if arrival/stop are not given)
  • display a warning message when the user clicks to create a train “arrival time/stop must be set (give line reference) when departure time is set”

I guess an enhancement, the behavior was not really specified before

We created it as an enhancement, though i saw that it was already a bug before : #8618

I agree that this behevior wasn't specified so i guess this can remain an enabler. I'm gonna try to get this one done soon cause it's quite problematic
