For use of an open source project in a productive environment it is important to have support for meeting service level expectations, availability of security patches etc. The guarantees which are needed here can't be provided by the open source project itself. But they can very well be provided by commercial service providers around the project. Having an ecosystem of service providers which can meet requirements of production users of the open source project is a very valuable asset. We should think about to what degree we want to make this a requirement for stage 3 of the incubation process, which is meant for software which is in production use.
