Context:
Description of the Change:
We introduce inputs in the Docker build workflow to enable control on the PennyLane-Lightning version and push to Docker Hub. We also introduce a cron job to prevent drifting of the Docker builds across releases.
Will look like
Benefits:
Possible to manual trigger a workflow without pushing to Docker Hub.
Test periodically that Docker builds still proceed without error to prevent last minute bug fix around releases.
