The documentation [1] is unhelpful: "The check suite or run was neutral". According to an exhaustive test (on a single project), "neutral" seems to mean "skipped". [1] https://docs.github.com/en/graphql/reference/enums#checkconclusionstate
We were only getting the first check suite. Now we get up to 50 suites, which looks like a lot of things to display but should at least show all suites on most projects.
